The need to create a specialized educational institution in the field of civil service emerged in the Republic of Moldova since the very first stage of the independence of the young Moldovan state in the new realities of strengthening democracy and establishing the state of law. This institution was intended to meet the exigencies of the democratic process and the training of leaders and highly qualified specialists for the state apparatus and local self-government bodies."
In such circumstances, on 21 May 1993 by Presidential Decree no. 73, the Academy of Studies in the Field of Public Administration under the Government of Moldova was founded. In the first academic year (1993-1994), 41 full-time students and 97 part-time students were enrolled on the recommendation of the respective public authorities. Initially, students could qualify in only one field, and namely Public Administration. The duration of studies was of 1 year for full-time students and 2 years for part-time students. The teaching staff included 11 full-time and 17 - part time teachers.
