In this context, in the international community, and particularly in the Asia-Pacific region, there is a need for global talent who will promote regional cooperation in order to tackle global issues. Not only the international civil servants who work at the United Nations or the ASEAN Secretariat, but also the civil servants employed by the national or local governments in each country in the region play important roles in promoting multi-national cooperation. Furthermore, the activities carried out by non-governmental organizations (NGOs) and civil society organizations are becoming more prominent.
