In 1969 he began to think of the creation of a public university in the region. By the time Dr. Alberto Taquini drove Plan New Universities. On 21 December 1971 the Commission for the University, which was built by the municipal mayor of Lomas de Zamora, Enrique Roig, and agronomists Vinelli Nestor and Luis Mazotti is constituted.
